How much does a TikTok Shop agency cost? The structure, honestly

There is no standard TikTok Shop agency rate, and anyone presenting one as an industry benchmark is inventing it. What is consistent, across every honest agency, is the structure of the bill. If you understand the four lines and the three fee shapes, you can compare any two quotes in ten minutes and spot padding immediately.

The three fee shapes

Flat project fee: best for defined content packages, priced per deliverable. Monthly retainer: best for ongoing shop operations, where the work is weekly and continuous. Retainer plus performance: a lower base with a component tied to agreed metrics, which aligns incentives if, and only if, the metric is one the agency genuinely influences. A pure percentage-of-GMV deal on a shop the agency does not fully operate rewards them for your organic sales; be careful with it.

Should you pay a percentage of GMV or a retainer?

A percentage-of-GMV fee is only fair when two things are true: the agency fully operates the shop (listings, promotions, affiliates, seeding, content, and ads), and the sales that existed before the agency arrived are measured and carved out of the number. Without the first, the agency is paid for work it does not do. Without the second, it is paid for your organic baseline. If either condition fails, a retainer with a performance component is the honest structure, and the metric should be one the agency actually moves: affiliate-attributed GMV, posted-video volume, or the return on the ad spend it manages. Never total shop GMV.

Several costs sit outside any agency quote and land on the shop directly. A clean quote names them, so you can budget the whole program rather than the fee line alone.

Is there a setup fee?

Some agencies charge one, some fold setup into the first month, and some hide it inside an "onboarding" line that is never itemised. The honest version names the work it covers: shop configuration, listing rebuilds, affiliate program setup, creator outreach templates. Ask for that list. If the agency cannot say what the setup fee buys, it is padding.
