A TikTok One agency is a creative or creator agency that runs campaigns for brands inside TikTok One. In practice it does the work a brand does not have the bench or the hours for: sourcing creators, writing briefs, producing content at volume, managing delivery, and turning the output into paid media.
Some are approved TikTok One Partners, which means TikTok vetted their capability and granted access to the partner side of the platform. Many that use the phrase are not. The difference is checkable, and this page explains how.

There is no standard rate card and anyone presenting one as an industry benchmark is inventing it. What is consistent is the structure of the bill:

The question worth asking is not “what is your rate” but “show me the split.” An agency that will not separate creator fees from its own fee is telling you something. More on where the money goes.

They overlap but are not identical. A UGC agency produces content, often with creators who are not required to have an audience. A TikTok One agency works inside TikTok’s platform and typically involves creators posting from their own accounts, which brings their audience with it.
There is no standard rate. Costs break into creator fees, product samples, the agency’s own fee, and media spend. Ask any agency to show those as separate lines rather than one bundled number.
Ask which specific program and market they are approved in, when they were approved, and to show the partner workspace on a screen-share. A badge image on a website is not evidence.
