The honest mechanic: seeding is a funnel and every stage leaks. Some creators never post, some post content that goes nowhere, a few post something decent, and a small handful post the video that actually sells. Nobody can predict which is which in advance, which is why the only reliable lever is the number of genuine attempts at the top.

On creators who take a sample and never post: some will, and that cost is built into the model rather than pretended away. It is reduced by vetting before shipping and by systematic follow-up, and creators who repeatedly take product without posting simply stop receiving it. We do not publish a conversion rate here because it varies by category, product price, and creator tier, and any single number would be misleading.
Inside Seller Center this runs through Affiliate Center sample requests, and TikTok names three mechanisms: free samples a creator requests at no cost subject to your approval, refundable samples the creator buys and is refunded for once their content drives the agreed sales, and time-boxed Free Sample Campaigns promoted across TikTok Shop. We use whichever fits the product and the creator tier, and we track every unit against the content it produced.
Two directions, and you control both. Under open collaboration the creator finds the product in Affiliate Center at your public commission rate and asks for a sample, and you can require approval before either happens. Under target collaboration you move first, inviting named creators at a rate set individually, usually above the open rate. A seeding program leans on the second and treats the first as a floor for discovery, because the open queue is where creators who only want the product show up.
What the brand decides:
Screening happens before any of that reaches you: category fit, posting cadence across the last thirty days, prior Shop history, and whether the comment section is alive rather than just large.
Seeding feeds the affiliate program and the wider TikTok Shop operation. The best-performing videos it produces become candidates for Spark Ads, and the hooks that work get recycled into produced UGC. Creators interested in receiving samples can apply to the network.

We coordinate the programme end to end from your US inventory: creator selection and addresses, dispatch scheduling against your warehouse or 3PL, tracking recorded per creator, and the follow-up chase. What we do not do is move your stock into the United States. We are not a freight forwarder, customs broker, or importer of record, and we do not ship samples internationally, because international per-unit shipping destroys both the economics and the dispatch speed that make seeding work. If your stock is currently overseas, that has to land in a US warehouse before seeding starts.
